GPEDC 3rd monitoring round, CSOs contrubution

Global Partnership for Effective Development Co-operation (GPEDC) monitoring process tracks country-level progress in implementing the four effective development co-operation (EDC) principles. The Global Partnership’s monitoring framework, which guides the exercise, seeks to capture behavior change by focusing on how stakeholders partner at the country level.  The 3rd Monitoring Round (3MR) will run from July to December 2018. The results of the monitoring round, which will be known as the GPEDC 3rd Progress Report, will be released by the 2019 High-Level Political Forum.

CSO Partnership for Development Effectiveness (CPDE) has engaged the monitoring process since the first two monitoring rounds in 2014 and 2016. In both rounds, CPDE contributed to the development of the GPEDC indicators and the realization / to performing of the exercise at the global and country levels. For the 3MR, CPDE has expanded its engagement by looking beyond enabling environment (indicator 2) to include varying levels of engagement with Indicator 1 (Results Framework), Indicator 2 (Enabling Environment for CSOs), Indicator 3 (Public-Private Dialogue / Private Sector); Indicator 4 (Transparency); Indicator 7 (Mutual Accountability); Indicator 8 (Gender); Indicator 9b (Procurement); and Indicator 10 (Tied aid).

In the Republic of Moldova, the CSO partner for this monitoring round is the Platform for Active Citizenship and Human Rights Partnership (Platforma pentru Cetățenie Activă și Parteneriat pentru Drepturile Omului / CAP). The persons in charge for this process are Antonița Fonari and Oxana Țurcanu, who thanks for the technical and logistical support to the de Association ”Youth for the right to live” (”Tinerii pentru Dreptul la Viață” / TDV), especially Andrei Gaiu, Silvia Kavrochorianou and Nicolae Procopie.

The first phase of monitoring of CSOs for GPEDC 3rd Progress Report took place on 13 of May, when was organized a focus group , by CAP with the support of TDV and CONTACT Centre. Within the focus group was filled the questionnaire in order to collect data for the mentioned indicators. The participants of the focus group were:

  • Adrian Băluțel, European Institute of Politics and Reforms – member organization in the Eastern Partnership Civil Society Forum Moldovan National Platform.
  • Andrei Gaiu, Association ”Youth for the right to live” – member organization in the National NGOs Council from Moldova, National Youth Council from Moldova, Eastern Partnership Civil Society Forum Moldovan National Platform.
  • Antonița Fonari, Platform for Active Citizenship and Human Rights Partnership (CAP) – member organization in the National NGOs Council from Moldova; National Council for Participation, Eastern Partnership Civil Society Forum Moldovan National Platform.
  • Ion Guzun, Legal Resources Center from Moldova – member organization in the National NGOs Council from Moldova, Eastern Partnership Civil Society Forum Moldovan National Platform, Moldova-EU Civil Society Platform, Economic Council of the Prime Minister, European Implementation Network.
  • Iulia Sîrghi-Zolotco, Expert-Grup – member organization in the Moldova-EU Civil Society Platform.
  • Iuliana Cantaragiu, National Environmental Center – member organization in the MD-UA Committee for the Protection and Sustainable Use of the Dniester River, Eastern Partnership Civil Society Forum Moldovan National Platform, Moldova-EU Civil Society Platform.
  • Nina Lozinschi, Gender Centru – The Secretariate of the Platform for Gender Equality, member organization in the National Council for Participation.
  • Oxana Miron, CONCORDIA / The Secretariate of the National NGOs Council from Moldova, a member organization in the Alliance of NGOs active in the field of Social Protection of Children and Family, Active Aging Platform, HOMECARE.
  • Roman Banari, National Youth Council from Moldova – member organization in the European Youth Forum, Eastern Partnership Civil Society Forum Moldovan National Platform, National Council for Participation.
  • Sergiu Neicovcen, CONTACT Center – member organization in the National NGOs Council from Moldova; National Council for Participation, Eastern Partnership Civil Society Forum Moldovan National Platform.
  • Tudor Lazăr, Center for Training and Organizational Consulting.

In the second phase, the participants consulted their organizations in order to include in the questionnaire the documents titles and detailed references. We are at the third stage of the monitoring which means: to share the document, which was elaborated within the focus group, with the relevant partners among CSOs, Donors and Government and to collect their comments/recommendations/remarks.
